Germany will temporarily move the functions of its embassy in Tokyo to Osaka amid the ongoing crisis at a nuclear power plant crippled by the catastrophic March 11 earthquake and tsunami, the Foreign Ministry said Thursday.
The ministry has urged German living in the areas affected by the quake and tsunami as well as in the Tokyo metropolitan area to leave the country or evacuate to Osaka.
The massive quake and ensuing tsunami have crippled the Fukushima Daiichi nuclear power plant, about 200 kilometers northeast of Tokyo, causing radiation leaks and raising concerns that the crisis could develop into a disaster that would see the plant emit a large amount of radioactive substances into the atmosphere.

大使馆和领事馆的区别，我以为这是常识……
德国这次应该是把主要办理业务的工作窗口移到了大阪，新闻里印象中一直也是用的「機能」（英文新闻的话是"function"），大使馆这个机构本身和高级官员还都在东京没动
关于移动的原因倒是没关心过，个人推测可能是因为避难到关系然后办理回国的德国人比较多，这样是为了方便德国人
你要非要说工作窗口都过去了那就算大使馆搬迁了，那也不能完全说错
但是如果非说是因为东京危险呆不下去了连德国大使都逃到关西去了……那完全不是这么回事儿啊orz

Berlin/Tokyo - Germany's embassy in Japan Thursday moved its operations from Tokyo to the southern city of Osaka in light of the ongoing nuclear crisis in northern Japan.

昨天刚从霓虹回的国，从东京到大阪，再坐的飞机。原先也是有些原因不想回国，而且自己也是持乐观态度的，身边霓虹金也说相信Zheng__Fu，觉得TC有些小题大做，一直到4号机爆了，觉得形势严峻，无法控制了，找了最快的途径回的国。想说在霓虹和国内看新闻刷楼心态是完全不同的。霓虹金看着淡定，内心不心配也是不可能的，只是他们工作家庭都在霓虹，也无处可逃啊。他们也只能相信Zheng__Fu吧。

想说经济原因的话，就算是天价机票霓虹1个月的打工给料也能基本搞定了。大多数还留着的GN都是有非留不可的原因的，签证，学校，工作之类的。能回的基本都回了，要不也往下去避避了。再人国的话，机场也是能办的，其他机场我并不清楚，但是关西机场是8：30才开始受理的，坐早班飞机的话，要算好时间，表误机。

我觉得这楼也没有掐的必要，人GN现在在霓虹也不会完全没顾虑的，身边的人都走光了，内心肯定也是焦虑的，这楼的目的我想也是互相抱团，找慰藉的。
