霓虹的民用核电技术很强的，很多机组设计神马的都只有本国掌握（米帝也有可能知道，反正不知道也没关系，因为奥利奥说了造核电站会从霓虹找砖家）
所以肯定不会透明给全世界看，透明了就等于向世界无偿公布霓虹的研究成果，那几个国家这么说也有偷师心理，说白了就是在打信息战
